Burkina Faso shut down a Bill Gates-funded mosquito experiment. The West called it a setback for science. Burkina Faso called it sovereignty.

In August 2025, Burkina Faso ended Target Malaria, a Gates Foundation-funded research project that had operated in the country for more than a decade. The decision came eleven days after genetically modified male mosquitoes were released in Souroukoudingan. The project said the mosquitoes had no gene drive and were not designed to spread beyond the release area. But approval by authorities does not answer whether residents were fully informed, could freely refuse, or had a meaningful say. Who should set research priorities: local communities and institutions, or wealthy foreign funders?

There are documented reasons not to give Bill Gates or his foundation a free pass. Research on global-health governance warns that powerful private donors can influence which problems and solutions get priority without the democratic accountability expected of governments; studies of malaria policy in African countries and reporting on the foundation’s influence have raised similar concerns. Burkina Faso says foreign research must answer to its institutions and calls for “endogenous solutions” to malaria. A country has the right to decide what research happens on its soil, who funds it, and who controls it.
